“Another research project we conduct at the Partnership for Public Service transitions us from bringing talent into the agency to retaining and engaging that talent,” Lavigna said. This study, begun in 2003 and conducted every two years, is based on the employee satisfaction survey conducted by the Office of Personnel Management. “We take some questions from the survey and create an overall satisfaction index,” he explained. “We also add ten workplace dimensions, and then rank the agencies based on the results.”
