What are the steps necessary to build an effective talent brand? “Start by building a foundation,” advised Garratt, “through research, readiness assessment, and brand awareness.”

The first step is to define the brand; what is the current perception about the department or agency? Seek input from stakeholders. Be sure to decide how the brand objectives will be measured, and what success will look like. Stelzner counseled, “don’t boil the ocean.” Choose a strategy that can be executed.
