To achieve the strategic goals of contract workforce management and avoid the potential pitfalls (including co-employment risk), careful planning is necessary. Contract workforce planning should be driven by the overall workforce plan, which in turn is driven by and integrated with the broad corporate plan.

In more than 80 percent of companies in the U.S., organization-wide workforce planning (let alone contract workforce planning) is not done. In the case of contract workforce planning, a similar problem exists. 43 percent of our respondents state that those responsible for procuring contract talent are not involved in the organization’s strategic planning process.

In general, organizations have yet to realize the true benefits that an effective contract workforce can provide. Few have developed a comprehensive mindset that moves contractors from a convenience to an indispensable (and therefore, strategic) necessity.
